 &lt;p class=MsoNormal&gt;&lt;font size=3 face="Times New Roman"&gt;&lt;span style='font-size: 12.0pt'&gt;Within hours following Hurricane Katrina, the Board immediately begins the process of drying and baking pump motors in order to be able to use the equipment to de-water the city once the CORPS of Engineers completed levee closures. Since &lt;st1:date Year="2005" Day="29" Month="8" w:st="on"&gt;August 29,  2005&lt;/st1:date&gt; the SWB Board of Directors has authorized over 60 million dollars of repair work to the pumping and electrical systems It was vital for the pumping equipment to be available for the fall, winter and spring rainfall. Because the majority of our equipment was submerged in salt water, it was critical that long-term repairs be scheduled. The Board staff issued several emergency contracts to begin the re-winding process while concurrently working with the CORPS technical staff and our congressional delegation to not only fund but also authorize the long-term repairs.&amp;nbsp;&amp;nbsp; &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;  &lt;p class=MsoNormal&gt;&lt;font size=3 face="Times New Roman"&gt;&lt;span style='font-size: 12.0pt'&gt;&amp;nbsp;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;  &lt;p class=MsoBodyText align=left style='text-align:left'&gt;&lt;font size=3 face="Times New Roman"&gt;&lt;span style='font-size:12.0pt'&gt;&lt;o:p&gt;&amp;nbsp;&lt;/o:p&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;  &lt;p class=MsoNormal&gt;&lt;font size=3 face="Times New Roman"&gt;&lt;span style='font-size: 12.0pt'&gt;March 2006, the CORPS notified the Board that it had received authorization to accept responsibility to repair all pump motors at a 100% federal cost.&amp;nbsp; On &lt;st1:date Year="2006" Day="8" Month="5" w:st="on"&gt;Monday,  May 8, 2006&lt;/st1:date&gt;, the CORP accepted proposal to have motors re-wound, which included the motors at DPS# 6. The CORPS anticipates the work will be accomplished within 160 days from contract execution&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;  &lt;p class=MsoNormal&gt;&lt;font size=3 face="Times New Roman"&gt;&lt;span style='font-size: 12.0pt'&gt;&lt;o:p&gt;&amp;nbsp;&lt;/o:p&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;  &lt;h1&gt;&lt;b&gt;&lt;font size=3 face="Times New Roman"&gt;&lt;span style='font-size:12.0pt'&gt;IMMEDIATE TERM- PUMP STATION MOTORS, STRUCTURAL REPAIRS&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/font&gt;&lt;/b&gt;&lt;/h1&gt;  &lt;p class=MsoNormal&gt;&lt;font size=3 face="Times New Roman"&gt;&lt;span style='font-size: 12.0pt'&gt;&lt;o:p&gt;&amp;nbsp;&lt;/o:p&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;  &lt;p class=MsoNormal&gt;&lt;font size=3 face="Times New Roman"&gt;&lt;span style='font-size: 12.0pt'&gt;In addition to the motor re-winding program, the CORP will also complete other structural and motor repairs. The CORPS in is the process of awarding several engineering and construction contracts. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;  &lt;p class=MsoNormal&gt;&lt;font size=3 face="Times New Roman"&gt;&lt;span style='font-size: 12.0pt'&gt;&lt;o:p&gt;&amp;nbsp;&lt;/o:p&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;  &lt;p class=MsoNormal&gt;&lt;font size=3 face="Times New Roman"&gt;&lt;span style='font-size: 12.0pt'&gt;Before Hurricane Katrina, the Board of Directors had authorized the staff to purchase diesel generators to provide full back-up power for the six pumps (3,200 csf) served by commercial-Entergy power. The back-up power project was originally scheduled to be funded and completed over a two-year period. The structures will affect the ability of the SWB to drain both &lt;st1:place w:st="on"&gt;&lt;st1:City w:st="on"&gt;Orleans&lt;/st1:City&gt;&lt;/st1:place&gt; and parts of Jefferson Parish. Since &lt;st1:date Year="2005" Day="29" Month="8" w:st="on"&gt;August 29,  2005&lt;/st1:date&gt; the SWB Board of Directors has authorized over 60 million dollars of repair work to the pumping and electrical systems It was vital for the pumping equipment to be available for the fall, winter and spring rainfall. Because the majority of our equipment was submerged in salt water, it was critical that long-term repairs be scheduled. JAY BATT PAID HIS OWN WAY, AND HAD TO PAY FIRST CLASS FARE, to get on the plane in the days after Katrina when the airport was barely functional and commercial flights were virtually nonexistent, in order to stand up for his constituents in Congress and lobby FOR the Baker Bill and FOR stronger levees. And this was while Shelley Midura was still away from &lt;?xml:namespace prefix = st1 /&gt;&lt;st1:city st="on"&gt;New Orleans&lt;/st1:city&gt; in &lt;st1:state st="on"&gt;&lt;st1:place st="on"&gt;Virginia&lt;/st1:place&gt;&lt;/st1:state&gt;. If Jay hadn’t fought for the same kind of assistance from the Federal Government for Entergy that they supplied to New York City and ConED after 9/11, the citizens of District A could be faced with no infrastructure rebuilding on the power grids for the district, as well as rate increases of up to 300%! He went to Houston to help his wife and children set up in temporary quarters in Houston ONLY AFTER ATTENDING TO HIS DUTY TO THE CITIZENS OF DISTRICT A. JAY HADN’T SEEN HIS WIFE OR DAUGHTERS FOR OVER A MONTH BECAUSE HE WAS ON THE JOB, SERVING THE FAMILIES OF HIS DISTRICT. AS A MATTER OF FACT, THE TWO CITIZENS WHO PULLED TOGETHER THE BACK TO THE BREACH EVENT ARE BOTH SUPPORTING JAY BATT FOR RE-ELECTION! The meeting was unfortunately scheduled after Jay could alter his family travel plans.&lt;br /&gt;&lt;br /&gt;THE CITIZENS OF LAKEVIEW KNOW THAT JAY’S BEEN FIGHTING FOR THEM. They've seen Jay at every Lakeview Civic Improvement Association Meeting, giving him their input and hearing his reports on the status of rebuilding and recovery efforts. THAT’S WHY JAY HAS THE SUPPORT AND ENDORSEMENT OF NEARLY EVERY PAST AND PRESENT LEADER OF THE LAKEVIEW CIVIC IMPROVEMENT ASSOCIATION. That’s because the space was zoned as industrial use, not as French Quarter residential. You probably didn’t know that, because that would involve telling THE WHOLE TRUTH.&lt;br /&gt;&lt;br /&gt;* They’re mad because they didn’t get their way about renovations to Bruno’s, an uptown restaurant and bar. We have been through a lot since I took office as your District A Councilmember and I want to thank everyone here today for standing by me – especially my wife Andree and my daughters Bailey and Kelly – we’ve all grown a lot over the past four years.  &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Over the past few months, many people have asked me to run for higher office in this election and I was humbled by each and every one of their requests – but after careful consideration, I have decided I want to complete the job I started by running for re-election to represent New Orleans City Council District A.  &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;My entire life has been spent in District A – I was born here, I grew up in Lake Terrace, graduated from College at Tulane and I am currently living Uptown while I rebuild my house in Lakewood South. Over the next four years, there is a lot of work to be done in District A and I want to devote myself to bringing the New Orleans neighborhoods in this district back better than ever! &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;In my first campaign, I made some promises – I promised to see that roads in District A were repaired and 4 years later, countless streets throughout the district have been resurfaced and yet the work continues.  I promised to eliminate the residency requirement for police officers and 4 years later, they are finally free to serve New Orleans and live with their families wherever they choose.  I promised to bring a new grocery store to Carrollton and I did.  &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;The promises I want to make for the next 4 years are a little different.  They are a little less specific and on a much larger scale. Hurricane Katrina and the breach of the man-made levees have created the greatest urban rebuilding project in American history.  It is too soon to know exactly what the New Orleans City Council will have to consider with regards to developing a new plan for the City of New Orleans and determining how the footprint of the City will shrink – but whatever comes before us, I promise that I will give it careful, thoughtful consideration  - watching out like a hawk for District A while making the tough decisions necessary for New Orleans to survive.  I promise that I will work diligently on the issues of public safety, housing and business development while lobbying Washington and Baton Rouge to rebuild our levees and protect New Orleans.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Our city must be safe to survive and with my leadership in successfully eliminating the residency requirement, we will now work to retain and honor the great men and women of the New Orleans Police Department and the New Orleans Fire Department.  The Police and Firefighters who are here today are national heroes – they never gave up in the face of the largest national disaster in American history – they rescued countless fellow citizens, they have stayed in uncomfortable living conditions and they are committed to our city.  And I am committed to them.  I will work to see that their pay is competitive with other major southern cities, that they have ample housing choices in Orleans Parish should they choose and this community honors them for their service by giving them the respect they deserve every day.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Speaking of housing, we cannot rebuild New Orleans without a place for people to live.  Last fall, I testified before Congress in support of the Baker Bill – and regardless of the political wranglings and bureaucratic red tape that may occur in Washington and Baton Rouge, I am committed to working with officials in both places to reach a creative solution to the housing crisis we face today.  We need the funding any which way we can get it.  FEMA has said that 46,000 units of temporary housing were needed in Orleans Parish – when all is said and done, they are spending over $60,000 for each trailer that -  that $2.7 billion could restore permanent housing in New Orleans as fast as the temporary trailers can be built – and I am working to send Congress the message that the policies of the past don’t make sense in New Orleans – fiscal responsibility does.  If we can restore permanent housing, working people will return home.  We cannot rebuild this city without a plan for every working person to own their own home because home ownership – not failed government projects – are what have made New Orleans neighborhoods so strong and vibrant.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Our neighborhoods are vibrant because of the small businesses, like the Ye Olde College Inn, that are at the heart of the community. Batt means business and I am committed to working to bring small businesses the assistance they need to re-open their doors.  Now more than ever, we must work diligently to change the perceptions of the past and create an open business friendly atmosphere where old companies are compelled to return and new big businesses are no longer afraid to open their doors in New Orleans.  4 years from now, if we do the job right, national business leaders will no longer sit around at conventions griping about how it is so hard to do business in New Orleans – they will come in for their conventions and decide they never want to leave!  New Orleans is at the heart of this region and from a business perspective, we must embrace the fact that we are not an island, but rather the biggest player in a rapidly changing region.  &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Hurricane Katrina changed the role of the Council forever.  It thrust the New Orleans City Council into the national spotlight and the leadership the Council provides over the next four years will be critical to the survival of New Orleans.  I pledge to work with whoever serves on the New Orleans City Council and whoever resides in the Mayor’s office.  I will work with them to make New Orleans a better place but I will not go along with things I can’t agree with just for the sake of unity.  Things like putting trailers in parks and playgrounds that our children use every day, things like putting geographic housing constraints on the men and women who work to protect our city and things like repopulating areas that it does not make sense to invest in providing city services because they are not safe. &lt;DIV&gt;On Thursday, New Orleans City Councilmember Jay Batt authored an emergency  city ordinance allowing&amp;nbsp;Class A Electricians and Electrical Contractors to  conduct electrical inspections on commercial and residential properties in  Orleans Parish, certify compliance with the Uniform Building Code of the City of  New Orleans and report inspection results to Entergy of New Orleans to initiate  electrical service connections and to the Department of Safety and  Permits.&lt;/DIV&gt; &lt;DIV&gt;&amp;nbsp;&lt;/DIV&gt; &lt;DIV&gt;"With only 3 City Electrical inspectors, it was clear to me that we needed  to do something to help New Orleans get the lights on - people have waited long  enough,"&amp;nbsp; said Councilmember Batt.&amp;nbsp; "By allowing every Class A  electrician and electrical contractor to conduct inspections on their work,  people should finally get some much-needed electricity."&lt;/DIV&gt;  &lt;p class=MsoNormal style='margin-left:1.0in'&gt;&lt;font size=2 face=Arial&gt;&lt;span style='font-size:10.0pt;font-family:Arial'&gt;After taking some time to digest the proposals of the Bring New Orleans Back Commission, I first want to applaud the extensive, creative effort of the Commission.&lt;span style='mso-spacerun:yes'&gt;&amp;nbsp; &lt;/span&gt;They have&amp;nbsp;given hundreds of volunteer hours, completed a tough and thankless task&amp;nbsp;and created a plan for the city.&lt;span style='mso-spacerun:yes'&gt;&amp;nbsp; &lt;/span&gt;But it is just that - an advisory plan, not binding legislation and to date, nothing has changed regarding the issuance of individual building permits.&lt;span style='mso-spacerun:yes'&gt;&amp;nbsp; &lt;/span&gt;Their proposals, which were unveiled in a very disconcerting manner, failed to take into account the tremendous rebuilding activity that is taking place in many of the neighborhoods where they want the city to stop issuing building permits.&lt;span style='mso-spacerun:yes'&gt;&amp;nbsp; &lt;/span&gt;While&amp;nbsp;encouraging all citizens to return home,&amp;nbsp;the Mayor&amp;#8217;s office has continued to issue building permits&amp;nbsp;citywide and the availability of permits has led citizens to start rebuilding.&amp;nbsp; Right now throughout my district and the City of New Orleans, people are settling with their insurance companies, working with their lenders, drawing up plans with architects and meeting with contractors.&lt;span style='mso-spacerun:yes'&gt;&amp;nbsp; &lt;/span&gt;Homes and lots in all neighborhoods in my district&amp;nbsp;are selling for surprising sums.&lt;span style='mso-spacerun:yes'&gt;&amp;nbsp; &lt;/span&gt;I strongly encourage people to stay active in their neighborhood associations, know what their neighbors are doing and push ahead.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;  &lt;p class=MsoNormal style='margin-left:1.0in'&gt;&lt;font size=2 face=Arial&gt;&lt;span style='font-size:10.0pt;font-family:Arial'&gt;&lt;o:p&gt;&amp;nbsp;&lt;/o:p&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;  &lt;p class=MsoNormal style='margin-left:1.0in'&gt;&lt;font size=2 face=Arial&gt;&lt;span style='font-size:10.0pt;font-family:Arial'&gt;We cannot tell people that they have to wait another 4 months to get on with their lives.&amp;nbsp; It is my understanding that the Mayor's office will contiune to issue permits as the broad rebuilding plan is scrutinized by the people.&lt;span style='mso-spacerun:yes'&gt;&amp;nbsp; &lt;/span&gt;I am hopeful we will have an individual buyout plan that takes into account the desires of each neighborhood and the means of&amp;nbsp;each homeowner, such as the Baker Bill.&lt;span style='mso-spacerun:yes'&gt;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/font&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p class=MsoNormal style='margin-left:1.0in'&gt;&lt;font size=2 face=Arial&gt;&lt;span style='font-size:10.0pt;font-family:Arial'&gt;&lt;o:p&gt;&amp;nbsp;&lt;/o:p&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;  &lt;p class=MsoNormal style='margin-left:1.0in'&gt;&lt;font size=2 face=Arial&gt;&lt;span style='font-size:10.0pt;font-family:Arial'&gt;In New Orleans, we've seen steady progress, and the pace of positive change has clearly been picking up steam in recent weeks.&amp;nbsp;&amp;nbsp;Do difficult decisions have to be made? At that&lt;br /&gt;meeting, we discussed the need to fill the 46,834 requests for temporary&lt;br /&gt;housing that FEMA has received from Orleans Parish, including the urgent&lt;br /&gt;need for housing for the 3000 first responders and essential city&lt;br /&gt;employees who are currently housed in the cruise ships that will leave&lt;br /&gt;March 1.  It was clear from the meeting that tough decisions must be&lt;br /&gt;made quickly to bring New Orleans back.&lt;br /&gt; &lt;br /&gt;At the meeting, I explained to Governor Blanco that my constituents, the&lt;br /&gt;City Park Board and I opposed using City Park for trailers because&lt;br /&gt;viable green space is a valuable commodity in the city for our children&lt;br /&gt;and families. Understanding the State's need to use the park which they&lt;br /&gt;own, I expressed that the Board wants the North Golf Course to be put&lt;br /&gt;back into use as a revenue producer as soon as possible and would not&lt;br /&gt;like for it to be used as a trailer site.  I explained how the Board (of&lt;br /&gt;which I am a member) feels that if it is absolutely necessary to use&lt;br /&gt;City Park the location that should be used is the South Golf Course&lt;br /&gt;which was taken out of service 8 months ago.  The South Golf Course sits&lt;br /&gt;on higher ground and is more centrally located so it would be the better&lt;br /&gt;choice for housing.  The other area that can be used is Marconi Meadows.&lt;br /&gt;Governor Blanco, her staff and the FEMA representatives appeared to&lt;br /&gt;understand the reasonable logic of my position and they said they would&lt;br /&gt;begin work on this shift with us immediately.  I applaud the Governor's&lt;br /&gt;commitment to this issue.&lt;br /&gt; &lt;br /&gt;I have consistently held that if the South Golf Course and Marconi&lt;br /&gt;Meadows are used, they should be dedicated for use by first responders,&lt;br /&gt;essential city employees and Lakeview area homeowners who cannot fit&lt;br /&gt;trailers on their lots while they repair their homes; its use as a&lt;br /&gt;trailer site should have a definite sunset date in approximately 18&lt;br /&gt;months and on-site management and security should be provided to prevent&lt;br /&gt;a situation like has evolved in Charlotte County, Florida.  From my&lt;br /&gt;contact with Mayor Nagin, I understand that his intention is to use City&lt;br /&gt;Park for first responders and essential city employees, then residents&lt;br /&gt;of the immediate neighborhood surrounding the park and that requirement&lt;br /&gt;should be stated in the ultimate lease arrangement.  FEMA group housing&lt;br /&gt;sites are designed to encourage people to find permanent solutions and&lt;br /&gt;as the author of the repeal of the residency requirement for all city&lt;br /&gt;employees, I am confident that many permanent options will emerge within&lt;br /&gt;the year.  &lt;br /&gt; &lt;br /&gt;I was encouraged by FEMA and the Governor's plan to try and quickly&lt;br /&gt;bring up to 20,000 apartments in New Orleans back into use as an&lt;br /&gt;alternative to using trailers.  My office will work with them to&lt;br /&gt;identify usable apartments and rental housing in District A that can be&lt;br /&gt;brought back on line.  This will help people who depend on rental income&lt;br /&gt;to get back into business quickly, help renters find apartments and&lt;br /&gt;houses and bring our neighborhoods back.  I believe that renters should&lt;br /&gt;go back into the permanent solution of rental housing as opposed to&lt;br /&gt;trailers unless the trailers are for first responders, essential city&lt;br /&gt;employees or at their place of business or a private site provided by&lt;br /&gt;their place of business.&lt;br /&gt; &lt;br /&gt;As your Councilmember, I have listened to all of your concerns and tried&lt;br /&gt;to make decisions that take into account all of the needs of our&lt;br /&gt;community - housing, green space, safety and a strong workforce.&lt;br /&gt;Everyone who lives in District A, whether they are in a house, an&lt;br /&gt;apartment or a trailer, is a member of my constituency and I will work&lt;br /&gt;to serve them to the best of my ability.  I will be active in monitoring&lt;br /&gt;any group trailer sites in my district, ensuring that they are safe&lt;br /&gt;communities, that ample city services are available and that their&lt;br /&gt;residents are able to find permanent housing solutions. He said  the repair and restoration of three damaged levees is 40 percent complete and  said the corps intends to complete the restoration of the levees to  pre-Hurricane Katrina strength by June 1. &lt;BR&gt;&lt;BR&gt;Young's comment on the need to  acquire private property came in response to a question by homeowner Danielle  Miller, who said her Lakewood South home, which was damaged by the flooding,  lies adjacent to the 17th Street Canal. &lt;BR&gt;&lt;BR&gt;Weve gutted our house, but were  waiting to find out if youre going to take any of our property before we start  renovations, she said. &lt;BR&gt;&lt;BR&gt;Young said the corps is looking at the need to  acquire more land on either side of the 17th Street, and London Avenue canals in  order to provide better access for levee maintenance and Sewerage and Water  Board personnel, among others. &lt;BR&gt;&lt;BR&gt;Within two to three weeks were going to  know where we have to go, he said. &lt;BR&gt;&lt;BR&gt;In an update to the Levee Board  committee, Young said the seven contracts under way on repairs to the Inner  Harbor Navigation Canal, also known as the Industrial Canal, are 40 percent  complete. Most involve T-wall construction to bolster the existing levees, he  said. &lt;BR&gt;&lt;BR&gt;Initial repairs to the 17th Street and London&amp;nbsp;&amp;nbsp; Avenue  canals are complete and the final phase of construction on those canal  improvements will begin in the next two weeks, he said. &lt;BR&gt;&lt;BR&gt;Young said the  corps has not yet made final decisions on protective structures to be built at  the lake ends of the 17th Street, Orleans and London&amp;nbsp;&amp;nbsp; Avenue canals.  He previously has said that some type of gate will be the likely short-term  solution to protecting the canals from storm surges from the lake. &lt;BR&gt;&lt;BR&gt;In  response to a question by Levee Board member Darrel Saizan on how the corps will  handle acquisitions of private property, Young said the corps will seek help  from the city. &lt;BR&gt;&lt;BR&gt;We will go to the mayor and ask the mayor (for)  assistance in obtaining the property, he said. &lt;BR&gt;&lt;BR&gt;Young said a final plan  for completing the levee and floodwall upgrades in the local area will be  complete no later than Jan. 25 in order to meet the June 1 construction  completion deadline. COLOR: black"&gt;17th  Street&lt;/SPAN&gt;&lt;/st1:address&gt;&lt;/st1:Street&gt;&lt;SPAN  style="FONT-SIZE: 10pt; COLOR: black"&gt; Canal flooded thousands of homes in the  Lakeview area of&amp;nbsp;my City Council district, including my own.&amp;nbsp; When you  hear the stories as I do every day, it is clear that a vehicle is needed to  relieve homeowners of the immediate burden of their loss and assure those who  want to rebuild that they will be able to without fear and uncertainty over what  their neighbors will do.&lt;SPAN style="mso-spacerun: yes"&gt;&amp;nbsp;  &lt;/SPAN&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/FONT&gt;&lt;/P&gt; &lt;P class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;&lt;SPAN  style="FONT-SIZE: 10pt; COLOR: black"&gt;&lt;FONT  face="Times New Roman"&gt;&amp;nbsp;&lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt; &lt;P class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;&lt;FONT  face="Times New Roman"&gt;&lt;SPAN style="FONT-SIZE: 10pt; COLOR: black"&gt;Congressman  Baker’s Louisiana Recovery Corporation is the sensible solution that will let  people who can rebuild with confidence while allowing those who cannot to be  compensated for their loss and have their mortgage paid off.&lt;SPAN  style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/SPAN&gt;It will prevent a wave of bankruptcy  filings from underinsured, unemployed homeowners and give those individuals the  first right of refusal to repurchase in their old neighborhood once they are on  their feet again. It will encourage historic preservation in one of  &lt;/SPAN&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;SPAN  style="FONT-SIZE: 10pt; COLOR: black"&gt;America&lt;/SPAN&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;SPAN  style="FONT-SIZE: 10pt; COLOR: black"&gt;’s most historic cities because those  properties will not become blighted, instead they will be saved.&lt;SPAN  style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/SPAN&gt;Banks will be relieved of the burden of  foreclosing on thousands of properties.&lt;SPAN style="mso-spacerun: yes"&gt;&amp;nbsp;  &lt;/SPAN&gt;By using U.S. Treasury bonds which will be paid back by private  investors, it is a fiscally responsible vehicle to provide relief to the victims  of Hurricanes Katrina and Rita.&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/FONT&gt;&lt;/P&gt; &lt;P class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;&lt;SPAN  style="FONT-SIZE: 10pt; COLOR: black"&gt;&lt;FONT  face="Times New Roman"&gt;&amp;nbsp;&lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt; &lt;P class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;&lt;FONT  face="Times New Roman"&gt;&lt;SPAN style="FONT-SIZE: 10pt; COLOR: black"&gt;As a City  Councilmember, I am constantly faced with zoning decisions and the decisions I  will be faced with in the aftermath of these hurricanes concern me.&lt;SPAN  style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/SPAN&gt;I need to know the status and outlook  for each of our beloved neighborhoods.&lt;SPAN style="mso-spacerun: yes"&gt;&amp;nbsp;  &lt;/SPAN&gt;By quickly determining the direction homeowners are taking in each of  &lt;/SPAN&gt;&lt;st1:City&gt;&lt;st1:place&gt;&lt;SPAN style="FONT-SIZE: 10pt; COLOR: black"&gt;New  Orleans&lt;/SPAN&gt;&lt;/st1:place&gt;&lt;/st1:City&gt;&lt;SPAN  style="FONT-SIZE: 10pt; COLOR: black"&gt;’ neighborhoods, the Baker Bill will allow  for master planning and effective community redevelopment.&lt;SPAN  style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/SPAN&gt;Without the Baker Bill, we risk becoming  a wild west of opportunistic house flippers and fly by night developers who  create an incoherent hodgepodge of a city.&lt;SPAN style="mso-spacerun: yes"&gt;&amp;nbsp;  &lt;/SPAN&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/FONT&gt;&lt;/P&gt; &lt;P class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;&lt;SPAN  style="FONT-SIZE: 10pt; COLOR: black"&gt;&lt;FONT  face="Times New Roman"&gt;&amp;nbsp;&lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt; COLOR: black"&gt; are striving to achieve: traditional  neighborhood developments.&lt;SPAN style="mso-spacerun: yes"&gt;&amp;nbsp;&amp;nbsp;  &lt;/SPAN&gt;Children can walk to school and to the corner store to get a  popsicle.&lt;SPAN style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/SPAN&gt;Families walk to church  on Sundays and to local restaurants at night.&lt;SPAN  style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/SPAN&gt;Neighbors meet over coffee on their  front porches.&lt;SPAN style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/SPAN&gt;We want our  neighborhoods to be rebuilt in this manner - but better than  ever.&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/FONT&gt;&lt;/P&gt; &lt;P class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;&lt;SPAN  style="FONT-SIZE: 10pt; COLOR: black"&gt;The Congress  did a great thing for my district in passing the Gulf Opprortunity Zones bill  yesterday and the $1.5 billion levee commitment from President Bush has given  people the confidence that if they rebuild, they will be protected.&amp;nbsp;
